What Asphalt Milling Does Before a New Pavement Surface

An explanation of how controlled asphalt milling supports resurfacing, elevation transitions, pavement preparation, material recycling, and a more clearly defined rehabilitation scope.

Asphalt milling removes a controlled depth of existing pavement with a machine designed to cut the surface. The result is a textured surface that can be cleaned and prepared for an overlay or another rehabilitation step. Milling is not one single scope: the depth, limits, profile, transitions, and material handling should be defined for the property.

Why remove pavement before adding pavement?

An overlay raises the finished elevation. That can create problems beside curbs, gutters, sidewalks, doors, bridge joints, drainage structures, utility covers, and adjoining pavement. Milling can create room for the new asphalt while preserving the elevations needed at those features.

It can also remove surface irregularities or a worn layer, improve a transition, and help establish the planned cross-slope. The Federal Highway Administration describes milling as a process that can control removal depth, longitudinal profile, and cross-slope. The correct use still depends on the existing pavement and the rehabilitation design.

Milling is preparation, not a cure for every failure

Removing the top layer does not automatically correct unstable base, wet subgrade, deep settlement, failed drainage, or full-depth cracking. Those areas may need deeper repair or reconstruction before an overlay. A proposal should state which failures receive repair and which areas receive only milling and resurfacing.

The surface exposed by milling can reveal conditions that were not visible during the initial walkthrough. The contract should explain how unexpected soft areas, buried pavement layers, utility conflicts, or unsuitable remaining material will be documented and priced before additional work proceeds.

The milling plan should identify

  • Limits of milling and target removal depth or profile
  • Tapering and transitions at pavement that remains
  • Treatment around curbs, drains, manholes, valves, and other structures
  • Repair areas that require deeper excavation or base work
  • Sweeping, cleaning, tack application, paving, and temporary traffic conditions
  • Where reclaimed asphalt material will be transported or reused

What happens to the removed asphalt?

Milled asphalt is a reclaimed material that can be transported for processing or used in an approved project application. Reuse on the property should be written into the scope, including placement area, preparation, grading, compaction, drainage, and finished expectations. A pile of millings and an installed millings surface are not the same deliverable.

Milling affects access and phasing

A milled surface is normally an intermediate construction condition, not the intended permanent riding surface. The schedule should coordinate milling, cleaning, repair, tack, and paving so the exposed area is managed appropriately. On an operating property, the plan also needs temporary routes, safe transitions, protection around structures, and a response to weather delays.

Questions to ask before approving the scope

  1. What problem is milling intended to solve on this property?
  2. How were the milling limits and depths selected?
  3. Which damaged areas receive full-depth repair before paving?
  4. How will drains, curbs, ramps, utility covers, and adjacent surfaces meet the final grade?
  5. What happens to reclaimed material, and is any on-site reuse included?
