Asphalt Repair, Resurfacing, or Replacement: How to Compare the Scope
A practical way to compare localized asphalt repair, milling and resurfacing, and full pavement replacement by looking at distress, drainage, base condition, elevations, access, and intended use.
The right asphalt scope depends on where the failure starts. A shallow surface defect, an isolated failed area, and pavement moving over an unstable base may look similar from a vehicle, but they call for different work. The useful question is not simply whether the pavement looks old. It is whether the existing pavement and base can support the next surface.
A site review should separate visible symptoms from likely causes. Cracking pattern, pothole depth, rutting, settlement, drainage, traffic, prior patches, curb elevations, and the condition of the aggregate base all affect the recommendation. That is why an estimate based only on square footage can leave out the most important part of the job.
When localized asphalt repair may fit
Localized repair is intended for defined areas rather than an entire driveway or parking lot. The damaged material is removed or otherwise prepared, the failed area is brought back to the required grade, and asphalt is placed within the repair limits. The repair depth and base work should follow what is found at the site—not a universal patch detail applied everywhere.
- An isolated pothole or failed patch has identifiable limits.
- Most surrounding pavement remains serviceable.
- The repair can tie into stable pavement at workable elevations.
- Water entering or collecting at the repair can be addressed.
Infrared repair is another localized option for some asphalt defects. It heats and reworks an existing asphalt area so it can be blended with repair material. It is not automatically suitable for base failure, drainage problems, widespread structural cracking, or every pavement mix. The contractor still needs to evaluate the depth and cause of the distress.
When resurfacing deserves consideration
Resurfacing adds a new asphalt wearing surface over pavement that can continue serving as a foundation. Before an overlay, failed areas may need repair and the surface must be prepared. Milling may be used to remove a controlled depth, restore elevations, improve transitions, or keep the finished surface from becoming too high beside curbs, drains, doors, sidewalks, and adjoining pavement.
An overlay can improve the riding surface, but it does not erase movement underneath it. Deep alligator cracking, recurring settlement, wet base, or widespread structural failure can reflect through a new surface. A resurfacing proposal should identify what will be repaired first and what existing conditions will remain.
When replacement or reconstruction may be the more honest scope
Replacement becomes relevant when the pavement structure is no longer a reliable base for repair or resurfacing. Work may include removing pavement, excavating unsuitable material, correcting grade or drainage, rebuilding and compacting the base, and installing new asphalt. The exact limits should be measured and written into the proposal.
Reconstruction is more disruptive than a surface treatment, so access and phasing matter. Commercial properties may need temporary traffic patterns, staged work areas, protected pedestrian routes, and coordination around deliveries or tenants. Residential work may require planning for garages, gates, landscaping, utilities, and the connection to the public road.
Five questions that clarify competing estimates
- What condition is each contractor trying to correct?
- Which areas receive full-depth work, surface repair, milling, or overlay?
- How will drainage, low areas, curbs, utility covers, and transitions be handled?
- What preparation, base material, asphalt placement, compaction, and traffic control are included?
- Which conditions could change the scope after the existing pavement is opened?
A written scope is more useful than a label
Two proposals can both say “resurface” while describing very different work. One may include milling, base repairs, drainage adjustments, and transition work; another may describe only an overlay. Compare measured limits, preparation, materials, repair details, exclusions, access, and phasing before comparing the bottom-line price.
